自2020年10月10日起，港澳居民可在内地申请换发补发港澳居民来往内地通行证(俗称“回乡证”)!港澳居民可向全国任一县级以上公安机关出入境管理部门申请换发补发港澳居民来往内地通行证，申办手续与在港澳地区一致。

From October 10, 2020, Hong Kong and Macao residents can apply in China for renewal and reissue of Mainland Travel Permit for Hong Kong and Macao Residents (commonly known as "Home Return Permit")! Residents of Hong Kong and Macao may apply to the exit and entry administration departments of public security organs at or above the county level for renewal and reissue of travel permits. The application procedures are the same as those in Hong Kong and Macao.

一、申请条件

香港特别行政区中国公民、澳门特别行政区中国公民(以下简称香港、澳门居民)具有下列情形之一的，可以向公安机关出入境管理部门申请换发、补发港澳居民来往内地通行证：

Chinese citizens of the Hong Kong Special Administrative Region and Chinese citizens of the Macao Special Administrative Region (hereinafter referred to as "Hong Kong and Macao residents") who fall under any of the following circumstances may apply to the exit and entry administration department of the public security organ for a renewal or replacement of Mainland Travel Permit for Hong Kong and Macao Residents:

1所持港澳居民来往内地通行证有效期不足六个月或者已经过期的;

Mainland Travel Permit for Hong Kong and Macao Residents held is valid for less than six months or has expired;

2港澳居民来往内地通行证持证人身份信息变更的;

the identity information of the holder of Mainland Travel Permit for Hong Kong and Macao Residents is changed;

3所持港澳居民来往内地通行证遗失、损毁的;

Mainland Travel Permit for Hong Kong and Macao Residents is lost or damaged;

4需要在内地换发、补发港澳居民来往内地通行证的其他情形。

other circumstances under which Mainland Travel Permit for Hong Kong and Macao Residents is required to be renewed or reissued.

二、申请方式

香港、澳门居民申请港澳居民来往内地通行证，应当由本人向县级以上公安机关出入境管理部门提出申请。未满18周岁的申请人应当由监护人陪同办理;因患病等原因本人无法前往公安机关出入境管理部门提出申请的，可以提交相应证明材料和委托书，委托他人代为申请。

Hong Kong and Macao residents who apply for Mainland Travel Permit for Hong Kong and Macao Residents shall submit their applications to the exit and entry administration department of the public security organ at or above the county level. An applicant under the age of 18 shall be accompanied by a guardian. If the applicant is unable to apply to the exit and entry administration department of the public security organ due to illness or other reasons, he/she may submit the corresponding certification materials and power of attorney and entrust others to apply on his/her behalf.

三、申请手续

香港、澳门居民向公安机关出入境管理部门申请换发、补发港澳居民来往内地通行证，应当提交下列材料：

Residents of Hong Kong and Macao who apply to the exit and entry administration department of the public security organ for the renewal or reissue of Mainland Travel Permit for Hong Kong and Macao Residents shall submit the following materials:

(一)填写完整的《港澳居民来往内地通行证申请表》(以下简称《申请表》)，并粘贴符合《出入境证件相片照相指引》要求的申请人照片;

Complete the "Application Form for Mainland Travel Permit for Hong Kong and Macao Residents" (hereinafter referred to as the "Application Form") and paste the photo of the applicant that meets the requirements of the "Guidelines on Photographs and Photographs of Exit and Entry Certificates";

(二)申请人有效的香港、澳门居民身份证。未满11周岁未办理香港居民身份证及身份证上无照片的香港居民，应当交验回港证或者签证身份书。未满18周岁的申请人应当交验监护人身份证明原件、监护关系证明;

Hong Kong residents under the age of 11 who have not applied for a Hong Kong identity card and whose photographs are not on the identity card shall submit a Re-entry certificate or a document of identity for visa purposes. The applicant under the age of 18 shall submit the original identity certificate and guardianship relationship certificate of the guardian for examination;

(三)申请换发港澳居民来往内地通行证的，应当提交现持用的港澳居民来往内地通行证;

Where an application is made for the renewal of Mainland Travel Permit for Hong Kong and Macao Residents, Mainland Travel Permit for Hong Kong and Macao Residents currently in use shall be submitted;

(四)申请补发港澳居民来往内地通行证的，应当在《申请表》中填写遗失声明;

To apply for a re-issue of Mainland Travel Permit for Hong Kong and Macao Residents, a declaration of loss shall be filled in the Application Form;

(五)身份信息变更的，应当提交香港入境事务处或者澳门身份证明局等部门出具的身份信息变更的证明文件;

In case of any change in identity information, the documents certifying the change of identity information issued by the Immigration Department of Hong Kong or the Macao Identity Certification Bureau shall be submitted;

(六)委托他人代办的，应当提交申请人病情证明等相应材料和委托书，被委托人需交验本人身份证件;

To entrust another person to do so, the applicant shall submit relevant materials such as proof of his/her illness and the power of attorney, and the principal shall submit his/her identity certificate for examination;

(七)公安机关出入境管理部门认为确有必要的其他申请材料。

上述申请材料应当交验原件并提交复印件。

The original and photocopy of the above application materials shall be submitted for examination.

四、办理时限和证件领取

港澳居民来往内地通行证申请自受理之日起7个工作日内审批签发;因所在地交通不便等特殊情况不能按期签发的，签发时间可以延长至20个工作日。符合加急办理情形的，按规定予以加急办理。

Application for Mainland Travel Permit for Hong Kong and Macao Residents shall be examined and approved and issued within 7 working days from the date of acceptance; If it cannot be issued within the prescribed time limit due to inconvenient transportation and other special circumstances, the issuance time may be extended to 20 working days. Where the circumstances of urgent treatment are met, urgent treatment shall be given in accordance with the provisions.

港澳居民可以到公安机关出入境管理部门领取证件，或者自愿选择通过邮寄取证方式领取证件。申请人自预约取证之日起超过12个月无正当理由未领取港澳居民来往内地通行证的，视为自动放弃领取证件。

Hong Kong and Macao residents may obtain their certificates at the exit and entry administration departments of the public security organs, or they may voluntarily choose to obtain their certificates by mail. If the applicant fails to obtain Mainland Travel Permit for Hong Kong and Macao Residents without any justifiable reason within 12 months from the date of the appointment for obtaining the certificate, the applicant shall be deemed to have given up the certificate automatically.

五、证件收费

港澳居民来往内地通行证有效期分为10年有效和5年有效两种，其中10年有效证件签发给申请时年满18周岁的申请人、5年有效证件签发给申请时未满18周岁的申请人。

The valid term of Mainland Travel Permit for Hong Kong and Macao Residents is divided into 10 years and 5 years, among which the 10-year valid certificate is issued to the applicant who reaches the age of 18 at the time of application, and the 5-year valid certificate is issued to the applicant who is under the age of 18 at the time of application.

10年有效港澳居民来往内地通行证350元人民币、5年有效港澳居民来往内地通行证230元人民币。

A 10-year valid Mainland Travel Permit for Hong Kong and Macao Residents is RMB350, and a 5-year valid Mainland Travel Permit for Hong Kong and Macao Residents is RMB230.
