国外学历学位为什么要做教育部认证？主要是通过出具认证书的模式，来表示该学生的海外学历以及就读方式都是教育部认可的。其中包含了对就读方式，就读学校，学习时间等各个方面的考察，取得学历学位认证书，就是对以上考察项均认可的表示。

(一)留服中心仅对下述证书提供认证服务The CSCSE only provides certification services for the following certificates：

01在外国大学或其他高等教育机构学习所获相应国（境）外学历学位证书和高等教育文凭；

Corresponding foreign academic degree certificates and higher education diplomas obtained from foreign universities or other institutions of higher education;

02在中国境内依法设立（办学）的中外合作办学机构（项目）学习所获相应国（境）外学历学位证书和高等教育文凭；

Study in a Chinese-foreign cooperatively-run school (project) legally established within the territory of China and obtain the corresponding foreign academic degree certificates and higher education diplomas;

03在台湾地区的大学或其他高等教育机构学习所获相应学历学位证书和高等教育文凭。

Corresponding academic degree certificates and higher education diplomas obtained from universities or other institutions of higher education in Taiwan.

04在中国澳门特别行政区的大学或其他高等教育机构学习所获得相应学历学位证书和高等教育文凭；

Corresponding academic and degree certificates and diplomas of higher education obtained from studying at universities or other institutions of higher education in the Macao Special Administrative Region of China;

05在中国香港特别行政区的大学或其他高等教育机构学习所获学士以上（含学士）层次的学历学位证书和高等教育文凭。

Academic degree certificates or higher education diplomas at the level of bachelor's degree or above (including bachelor's degree) obtained from universities or other institutions of higher education in the Hong Kong Special Administrative Region of China.

不可认证的范围Scope of not being verified

(二)以下国（境）外证书暂不在学历学位认证范围内The following foreign certificates are not in the scope of academic degree certification：

01参加外语培训或攻读其他非学历教育课程所获得的毕（结）业证书；

Certificate of completion obtained from foreign language training or other non-academic education courses;

02进修人员、访问学者的研究经历证明和博士后研究证明；

Certificates of research experience and post-doctoral research of trainees and visiting scholars;

03国（境）外高等院校或其他高等教育机构颁发的预科证明；

Certificate of preparatory course issued by a foreign institution of higher learning or other institution of higher education;

04国（境）外非高等教育文凭、荣誉称号和无相应学习或研究经历的荣誉学位证书；

Foreign non-higher education diplomas, honorary titles and honorary degree certificates without corresponding study or research experience;

05违法或违规获取的国（境）外学历学位证书和高等教育文凭，以及不被所属国认可的国（境）外学历学位证书和高等教育文凭；

Foreign academic degree certificates and higher education diplomas obtained illegally or illegally, as well as foreign academic degree certificates and higher education diplomas not recognized by the home country;

06跨境远程国（境）外学历学位证书和高等教育文凭；
